NFPE CENTRAL ZONE STUDY CAMP - VIDISHA (M.P.) 19th, 20th JANUARY-2013.
NFPE Central Zone Study Camp was organized at Vidisha (M.P.)from 19th to 20th January, 2013.In which about 175 delegates from Maharashtra, Gujrat,M.P. , Chhattisgarh, Bihar & Jharkhand participated.
On 19th January -2013, the programme commenced with the hoisting of the flags. National Flag was hoisted by Com. S.K. Vyas, President  Confederation of Central Government Employees and Workers and NFPE Flag was hoisted by Com. M. Krishnan Secretary General, NFPE.
1st Session started with “DEEP PRAJWALAN’ by all the leaders i..e. Coms. S.K. Vyas, M. Krishnan, K.V. Sridgaran, I.S. Dabas, Giri Raj Singh , R. Sivannarayana, P. Suresh, T. Satyanarayana, P Panduranga Rao and R.N. Parashar. Introduction of Zonal Study Camps was described by Com. R.N. Paashar, ASG NFPE and Welcome speech was given by Com. R.K. Chaubey, Divisional Secretary P-3 Sagar who was one of the main organizers of Camp. The session of 1st class was Presided by Com. I.S. Dabas Dy. Secretary General NFPE and G/S P-IV Union. Before commencement of class homage was paid to the martyrs by observing silence. Homage was also paid to Comrade O.P. Gupta Ex. Secretary General NFPTE by observing silence.
1st Class was taken by Com. S.K. Vyas, President, Confederation of Central Government Employees and Workers on the subject “Role of Confederation in Trade Union Movement” in which he elaborately described the role of Confederation since it’s formation from 1956 to till date. He stated that just after formation of Confederation, the demand was put before Government of India for setting up of IInd pay commission. All pay commissions from IInd to VIth were setup when Confederation raised the demands. He described the achievements obtained through various struggle including strikes 1960,1968, 1974 and at least one strike each year after 1992 and so many demonstrations, Dharnas, Rallies and Parliament March. The last Parliament  March of 26th July 2012 and One day Strike on 12 12.12 for 15 points charter of demands including settingup  of the 7th pay commission & 50% D.A merger has gained tremendous success. He also described the justification of all demands. After end of class he clarified and replied the queries and questions asked by the delegates.
2nd Class was taken by Prof. K.K. Thekkadath, Ex. All India President of All India University and College Teachers association on the subject “Present economic crisis and role of working class “in which he very elaborately described the role of Capitalism and its impact on working class and also present economic crisis and role of working class in resolving the same. He described capitalism and socialism in detail and relevance of theory of Karl Marx in this context. The lecture of Prof. K.K. Thekkadath was very much informatory and knowledge giving and deserves every appreciation. The session was presided by Com. Giri Raj Singh General Secretary R-III.
3rd Class was organized in the form of Seminar on the subject . Future of India Post in the Era of Globalization”. Shri D.K.S. Chauhan Postmaster General (B.D.) M.P. Circle, Bhopal attended the seminar as Chief Guest who elaborately described the challenges and opportunities before the Department of Post to compete with Courier Companies and efforts being made by the Government to make the department efficient, capable and technologically advanced by various policies. Com. M. Krishnan Secretary General NFPE and Com. R.N. Parashar Asstt. Secretary General NFPE also delivered the speech on the subject. The session was presided by Com. K.V. Sridharan Ex,. General Secretary P-III and Vote of thanks was given by Com. R.N. Parashar ASG NFPE.
IVth Class was taken by Com.  K.V. Sridharan on service matters and disciplinary matters who very clearly explained all the rulings and also described how the union leaders can work efficiently and effectively and can protect the interests of their fellow members after gaining knowledge and use of RTI.
The session was presided by Com. P. Suresh, General Secretary R-IV
Vth Session was presided by Com. T. Satyanarayana, General Secretary Postal Accounts Union. All leaders present in the study Camp i.e. Coms. R. Sivannarayana General Secretary P-III, Giri Raj Singh G/S R-III, I.S. Dabas G/S P-IV, P Suresh G/S R-IV, P Pandarangarao G/S –GDS Union, M. Krishnan, Secretary General NFPE,, R.N. Parashar, ASG,NFPE, R.K. Chaubey D/S P-IV Sagar (MP) delivered their speech on the issues effecting the Department and how the interests of Postal Workers can be protected by ways of struggles. All the leaders extended their greeting and thanks to all the comrades for making the 12.12.12 strike a grand success and appealed to make the 2 days strike on 20th and 21st February, 2013 on call of 13 Central Trade Unions endorsed by confederation and NFPE a historic success..
            On this occasion the website of Sagar and Jabalpur of M.P. Circle were launched by Com. M. Krishnan, Secretary General NFPE. The monthly Journal “ Sagar Post” issued from Sagar (M.P.) was also released by all the leaders.
Com. S.K. Nema Divisional Secretary P-III Jabalpur offered Vote of Thanks.
            At last Com. R.N. Parashar ASG, NFPE extended thanks and greetings to the Reception Committee headed by Com. R.K. Chaubey (Sagar) , S.K. Nema (Jabalpur) , Arvind Kumar Sharma, P.K. Trivedi, S.K. Vajpayee (Vidisha), R.K. Srivastava, R.P. Sharma(Rewa) and other Comrades of M.P. Circle particularly Jabalpur, Sagar, Rewa and Vidisha Divisions and  all Circle Secretaries  of NFPE unions i.e Coms. S.C. Jain(P-III), G.C. Joshi(R-III), R.K. Yadav (P-IV), N.R. Malviya (R.IV) , V.P. Ganak  Vice President CHQ-R-III who contributed their best to make the Central Zone Study Camp a grand success. The Reception Committee deserves all appreciations who made excellent arrangements of lodging , boarding and meeting.
The Camp was concluded with shouting of revolutionary slogans.

DEMAND FOR VIIth CENTRAL PAY COMMISSION


VIITH CENTRAL PAY COMMISSION

CENTRAL TRADE UNIONS ALSO DEMANDED
APPOINTMENT OF SEVENTH PAY COMMISSION
IN THE 2013 FEBRUARY BUDGET ITSELF

LET US JOIN THE 2013 FEBRUARY 20, 21 TWO DAYS STRIKE AND MAKE IT A GRAND SUCCESS TO COMPEL THE CENTRAL GOVT. TO ANNOUNCE THE 7TH CPC IN THIS YEAR BUDGET ITSELF

                   Central Trade Unions including BMS, INTUC, AITUC, HMS, CITU, AIUTUC, TUCC, AICCTU, UTUC, LPF & SEWA has demanded the Central Govt. to appoint 7th Central Pay Commission and also to raise the income tax exemption ceiling for salaried workers to five lakhs per annum and fringe benefits like housing, medical and educational facilities should be exempted from the income tax net in totality.  

The demand is raised in the joint memorandum submitted by the leaders of the above Central Trade Unions to Sri. P.Chidambaram, Hon’ble Minister of Finance Govt. of India on 03.01.2013, when they attended a meeting called by Finance Minister for pre-budget consultations.

          Relevant portion of the memorandum is reproduced below:
          “The revision of wages and various service conditions of the Government employees is already due.  Constitution of the VIIth Pay Commission be announced in this Budget”

          “Income tax exemption ceiling for the salaried persons should be raised to Rs.5 lakhs per annum and fringe benefits like housing, medical and educational facilities should be exempted from the income tax net is totality”

Seventh Pay CommissionQuestion pending in Parliament--

Seventh Pay Commission for Central Government Employee
The early constitution of Seventh Pay Commission is major demand of Confederation.  

A massive rally organized by Confederation on 26th July, 2012 with a call of one day token strike on 12th December.

The similar matter is also pending in current 226th session of Rajya Sabha. 

The following questions on setting up of Seventh Pay Commission from Shri Balwinder Singh, Member of Parliament was scheduled to answer from Finance Ministry on 9th August is still pending:-

(a) whether Government intends to constitute the Seventh Pay Commission for the Central Government employees;

(b) if so, by when;

(c) whether the Thirteenth Finance Commission has also recommended for an increase in pay of Central Government employees from the future date; and

(d) if so, the details thereof?

Railways Relax Condition of Production of Original Proof of Identity during Journey

Ministry of Railways has made some relaxation in the condition of production of original Proof of Identity during train travel and particularly for the passengers belonging to the lower economic classes. 
Under this relaxation, attested photocopy of Ration Card with photograph and Nationalised Bank Passbook with photographs shall also be accepted as a prescribed proof of identity only in case of reserved tickets booked through computerized Passenger Reservation System (PRS) counters, for undertaking journey in Sleeper (SL) and Second Reserved Sitting (2S) classes. The photocopy of the Ration Card with photograph and Nationalised Bank Passbook with photograph should be attested by a Gazetted Officer or the Chief Reservation Supervisor or Station Manager/Station Master. This relaxation applies only to Ration Card and Nationalized Bank Pass Book and not in case of other types of proofs of identity cards for which only original proof will be required during journey.
The above provision is not applicable for all classes of e-tickets and Tatkal tickets and tickets issued through PRS counter for traveling in Air-conditioned classes and First Class. Traveling with these categories of tickets shall continue to be governed by existing instructions.
This provision shall be made effective from 15.1.2013.
