Com.B.G.Tamhankar Ex-President of
NFPE & AIPEU Group - C, CHQ breathed his last today (17.05.2015) at
07.30 AM. He was severely ill for last many days.
This is the second biggest shock to
the entirety of trade union fraternity after the sad demise of Com. S K
Vyasji, earlier this year. Even after his retirement, Com Tamhankar
remained active in union activities and was attending all programmes
conducted by our CHQ / NFPE. I had interacted with him for the last time
during the workshop on 7th CPC conducted by our CHQ in New Delhi in
May, 2014. He has compiled some useful guide books for S B Counter P As
and Supervisors. He will be remembered for ever for his contributions
towards the working class, his simplicity and soberness .
SAPOST conveys heartfelt condolences to the bereaved family members and the Comrades of Maharashtra Circle.
Let the departed soul rest in eternal peace.

People still trust Postal department : Ravi Shankar Prasad
NEW DELHI: Underscoring the importance of India Post, Telecom
Minister Ravi Shankar Prasad today claimed that even Maoists don't
target the postal network for the fear of losing people's support.
"People of the country still trust the postal department. I want to
tell you a very sensitive thing... there is so much of Maoist violence,
but still, the attacks on post is low because they (Maoists) also know
that if they try to attack it, the people will be unhappy with them,"
Prasad said during the launch of a mobile app for India Post.
The Minister suggested that India Post should strive to become the largest player in the e-commerce segment.
"I want that in e-commerce, India Post should become the largest
player and you have to do it... if you take 4 steps, I will take 10
steps with you because I am seeing that in India, e-commerce has got a
very good future," he said.
Prasad assured the staff that not even a single employee would lose his job even as he exhorted them to change with times.
The postal department has established the e-commerce centre at
Safdarjang in New Delhi which will handle e-retailing exclusively. It's
equipped with modern technology and is capable of handling 30,000
parcels per day.
Leading e-commerce players such as Amazon, Paytm, Yepme, Snapdeal and the like are already using services of India Post.
The mobile app for India Post is android-based and includes features
like real-time tracking, post office search and postage calculator.
India Post has over 1.55 lakh post offices, of which more than 1.39 lakh are in rural areas.
Prasad said in a Facebook post, "I am happy to share with you that
India Post collected Rs 500 crore from Cash on Delivery of eCommerce
parcels alone in 2014-15."
The Minister said he met the representatives of eCommerce majors and assured them of the best services from India Post.

Postal department has decided to rope in professionals from the private sector for Post Bank of India (PBI)
As PBI is to use the department's infrastructure - real estate,
office premises, computers, information technology system and a large
part of its staff - to run the payments bank, the department expects to
earn a revenue of Rs 2,365 crore over the first five years of
operations, through transfer pricing. This will help the government
reduce the subsidy it annually gives the department for running its
operations.
The postal department's deficit for 2015-16 has been pegged at around
Rs 6,665.09 crore, according to Budget documents. This had stood at Rs
6,377.89 crore the previous year, and Rs 5,339.28 crore in 2013-14.
According to sources, the Reserve Bank of India (RBI) could approve
issue of licence for this payments bank by August this year, after which
the process for setting it up might start.
Within three months of getting the licence, the department will hire
key resources like chief executive officer, chief financial officer,
chief operating officer, chief people officer and chief risk officer,
according to a presentation recently made before Communications Minister
Ravi Shankar Prasad.
This core team will take up the increased responsibility during the
first 12-18 months after approval of licence, and assume full charge
around the date of the launch. PBI is expected to become viable within
three years of operations and is projected to generate annual profits of
about Rs 91 crore by the end of five years.
The department will soon move a Cabinet note for approval of Rs 650 crore as investment in the proposed payments bank.
For PBI, the plan is to have a hub-and-spoke model. There will be 650
main branches where the department will have head or bigger post
offices. Subsequently, 25,000 'spoke' branches will be set up, while
some 130,000 post offices with act as business correspondents for the
payments bank.
The idea will be to target rural customers with products like small
savings accounts, payments/remittances services and assistance in
getting loans and insurance products from third-party institutions. For
urban customers, the products will include pre-paid wallets for easy
remittances and micro insurance products. Also, there will be an attempt
to tap micro and small businesses with their products. The focus will
be on high-volume, low-value transactions and providing small savings
accounts and payment services to migrant labour, low-income households
and the unorganised sector, according to the presentation.
The department had earlier proposed a fully-owned and new entity as
an umbrella firm for its four or five strategic business units, to look
after banking & financial services and insurance, and for offering
third-party products, besides e-commerce and management of government
services.
And, a few of these units will be hived off into separate entities; a
feasibility study for setting up new units will start sometime this
year.
The postal department has a 150,000-strong network of post offices
across the country which directly employ 500,000 people. The department
is largely moving in line with the report of a panel headed by former
Cabinet Secretary T S R Subramanian in this regard.
In the Budget speech this year, Finance Minister Arun Jaitley had
said the government was committed to increasing people's access to the
formal financial system. "The government proposes to utilise the vast
postal network, with nearly 154,000 points of presence across villages
of the country. I hope the postal department will make its proposed
payments bank venture successful, so that it contributes further to the
Pradhan Mantri Jan Dhan Yojana."
While remittance is a big segment, 55-60 per cent of this happens
through the unorganised sector. The department is looking to strengthen
its foothold in this space. Half of India's remittance market, estimated
to be worth Rs 2 lakh crore, is in the informal sector, and does not
reflect in official numbers (on remittances through India Post, mobile
wallets, etc) for want of clarity on definition of migrants.
Apart from India Post, other applicants for a payments bank licence
include Bharti Airtel, Vodafone India, Idea Cellular, Uninor and
Reliance Industries. Unlike full-fledged banks that make money on float
through arbitrage - they lend money at higher interest rates than what
they pay depositors, and do not charge on transaction services - this
proposed payments bank will charge for services, primarily cash-outs and
cash-ins. The proposed entity could deposit the amount in government
securities and earn annual interest at 8-8.5 per cent, and it might give
customers three to four per cent on the amount. However, unlike
scheduled banks, they will not be allowed to use the cash for giving
loans.

name of the Division and contact details of the Divisional
Superintendent (where ever available), details of Regional Postmaster
General and the Chief Postmaster General will also displayed.
POSTAGE CALCULATOR: The
app will calculate the Postage (tariff) to be paid for all types of
articles based on the weight entered by the user. The unique feature of
the Postage Calculator is that in single query it shows the tariff
chargeable for the following items..

E-Commerce Centre of Post to start from
Monday
Considering
the rapid growth of e-commerce business in the country in the recent past, the
Department of Posts, through Delhi Postal Circle has taken up a project to
establish the e-commerce Centre at Safdarjang, New Delhi-110003.This processing
centre will handle exclusively all the e-commerce business with the state of
the art technology driven facility for quick and smooth operation starting from
booking till dispatch from the centre.
The Centre is equipped with modern technology and newly introduced conveyor belt where parcels get sorted with the help of conveyor belt. As a result, the e-Commerce Centre is now capable of handling 30000 parcels/articles per day. The parcels are collected from the e-commerce customers, processed & dispatched within 24 hours to respective destination through quickest available flight/train, as the case may be.
The leading e-commerce customers, viz., Amazon, Paytm, Yepme, Snapdeal, etc are already availing the benefits of fast, reliable and safe processing of their e-commerce parcels at the newly established e-commerce Centre at Safdarjang in New Delhi.
The e-commerce Centre at Safdarjang, New Delhi -110003 is to be dedicated to the Nation by Sh. Ravi Shankar Prasad, Hon’ble Minister of Communications & Information Technology on 11th May 2015 .

Post Mobile App is also launched by the Hon’ble Minister of Communications
& Information Technology on the occasion. .This is an android based
application developed by Centre for Excellence in Postal Technology (CEPT),
Mysore. The application includes features like real time tracking of

representatives of Postal Joint Council of Action (PJCA) on 30/04/2015.
The meeting was held
with the representatives of PJCA on 30/04/2015 at 1100 hrs. in G.P. Roy
Committee Room, Dak Bhavan under the Chairpersonship of Secretary (Posts). A list of participants is annexed.
At the outset
Secretary (Posts) welcomed the participants and mentioned that we are meeting
in connection with the strike call given by the PJCA. She appealed to the PJCA not to go on strike
as this will help only our competitors.
Secretary General,
NFPE also welcomed the participants and thanked Secretary (Posts) for convening
this meeting. He requested that their
grievances are settled so that they do not have to go on strike.
With the permission of the Chair the
agenda items were taken up for discussion.
After detailed deliberations on each point, following decisions were taken:-

The services of Casual Labourers get
regularized as per the Recruitment Rules (RRs) of Multi-Tasking Staff
(MTS). The eligibility cut-off date
i.e. 01/09/1993 cannot be removed from the RRs as Causal Labourers engaged
upto this date are only to be regularized and there was total ban on
engagement of Casual Labourer after 01/09/1993. Further, Department has also issued Policy
on regularization of Casual Labourer in pursuance of Supreme Court judgement
in Uma Devi case of 2006 and if any Casual Labourer is covered by this
policy, he will be regularized.

On notification of these RRs, further
action will be taken to fill up the vacancies in these cadres.

Settle issues relating to Postmaster Cadre officials.
(a) Allow to write IP and PS Group ‘B’ examinations.
(b) Relaxation in service conditions for promotion from one grade
to another, at par with general line promotions to identical posts.
(c) Filling up of all PS Group ‘B’, PM Grade III and Grade II
posts by eligible officials and till that time adhoc- promotion may be
granted.
(d) Other related issues such as filling up of 100% senior
Postmaster/Chief Postmaster posts earmarked for PM cadre by PM cadre
officials alone and maintenance of circle gradation list etc.

(a)This will be examined.
(b) The proposal
for relaxing the RRs of Postmaster Grade II & III was sent to DOP&T,
which has returned the proposal seeking certain information /
clarification. Accordingly,
information called for from Circles and examined. After analysis, it is observed that Circles
have not done DPCs for HSG-II & HSG-I, which may be taken adversely by
the DOP&T for instant relaxation proposal. Therefore, Circles have been asked to
conduct HSG-II & HSG-I DPCs on priority so that proposal could be
resubmitted to DOP&T with better facts.
(c) As
above. As regards PS Group B, DPC for
2014-15 was conducted recently and order issued. Letter has already been issued to Circles
for PS Group B DPC for 2015 -16 for keeping the required documents
ready. Ad hoc appointment can only be
made from eligible officers, whose regular promotion has been delayed. For relaxing any condition of RRs, even for
ad hoc promotion, DOP&T approval is required. A proposal is already moving for relaxation
as indicated above.
(d)Due to an OA filed before Hon’ble CAT, Chandigarh
Bench, the matter has become sub-judice and as such action to fill up posts
in Sr. Postmaster cadre cannot be taken till the OA is disposed off.

Instructions regarding provision of
Conveyance Allowance issued by PAP Division letter No.1-02/2011-PAP dated
17/01/2012 already exist. The rates
for Conveyance Allowance (within 16 kms) are already provided under the
FRSR. Regarding reimbursement of full
mileage, the Circle Heads are empowered to sanction reimbursement of Travel
Allowance as per rules.
The issue of creation of separate cadre for
System Administrators has been examined and not found feasible.

(a) The proposal for an outlay of Rs.493.88 crores for
supply of computer hardware and peripherals has been sent to D/o Expenditure,
M/o Finance for principle approval.
(b) Bandwidth of 1032 locations has been
increased. Circlewise details of the
locations where bandwidth has been increased is given under:-

(c)Necessary process for creation of users
is already in place and is attended by CEPT team. However, this will be reviewed.
(d) The CBS rollout is planned in a phased
manner and post office are migrated to CBS platform only after completion of
all pre-migration activities including Data Cleansing.
(e) The implementation
of CBS is being carried out in planned manner at Directorate level as per Project
Governance Structure. Some of the
issues like EOD, CPC workflow etc., have been reviewed and suitable
modifications in the processes have been made to ease the functioning. There is no harassment in implementation of
CBS.
The staff side had informed that there is
some difficulty in single handed offices.
It was decided that this will be discussed separately by the staff
side with DDG (FS).

members in the Postal Services Staff Welfare Board. As regards the Postal Sports Board, the
present constitution does not include any Federation / Unions as members. However, nominees of federations may be
co-opted by Chairman, Postal Service Board.

TRCA as personal pay in respect of all categories of GDS to the extent of
maximum of the lower TRCA slab (in case workload is found reduced to a lower

offices/DPLI office, Kolkata must be allowed to function as Circle Processing
Centres (CPCs) while implementing Core Insurance Solutions (CIS) through
McCamish for steady growth of PLI/RPLI Business.
(b) Stop diversion of 615 posts
(576 posts of Pas from C.O.s and 39 posts of Pas from APS PLI CELL) ordered
vide Department of Posts, Establishment Division No. 43-47/2013-PE-II dated
the 9th June, 2014.
(c) Stop harassment and
victimization of staff of Circle Administrative offices in the name of
decentralization of PLI/RPLI.

The proposal will be examined after the
roll out of the project is completed.
No such order has been issued. The nitty-gritty of issue of manning CPCs
is still under examination.

The Establishment Division has issued
instruction to the Circles to fill up all vacancies of GDS BPM &
justified posts of all other approved categories. Guidelines regulating substitute
arrangements to be made in place of regular GDS already stand issued vide
letter No.17-115/2001-GDS dated 21/10/2002, in case it is not possible to
manage the work with combination of duties.
Substitute arrangements against vacant
Postman and MTS posts are made at the local level as and when required.
Powers have been delegated to Heads of
Circles for outsourcing of work.

Stop vindictive actions of GM
(Finance) Postal Accounts Chennai. More than hundred Postal Accounts
employees are charge sheeted. GM (Finance) even refused to heed the
instructions of DDG (PAF).

The
Member (Finance), Telecom Commission has been apprised of the whole situation
and CPMG, Tamil Nadu Circle has also been requested to resolve the
matter. The staff side informed that
no action has been taken at the ground level.
The case is subjudice and in respect of the
officials charge sheeted, 72 Senior/ Junior Accountants have already filed a
case in the Hon’ble CAT Madras Bench.

Part-II examination held in December 2012 in r/o SC/ST candidates. As the
exam was conducted on the basis of old recruitment Rules i.e. JAO and the

Revise Postmen / Mail Guard / MTS Recruitment Rules. Stop open market recruitment. Restore seniority quota promotion:-
This item was earlier discussed
in the JCM (DC) and it is assured by Secretary (Posts) that the Recruitment
Rules will be reviewed after one or two Recruitment / Promotional exam are
over, as DOP&T may not approve immediate revision of Recruitment Rules
already approved by it. Now more than two
Postmen/MG/ MTS recruitment / examination is over and hence it is requested
to take action to revise the Recruitment Rules and stop open quota
recruitment. Entire vacancies may be
earmarked for GDS and Casual Labourers as existed in the pre-revised Recruitment
Rules.

As decided in earlier JCM, the said RRs are
to be relooked after seeing the outcome of one or two exams. The process is
still going on. Most of the Circles have completed one round of recruitment
process for direct recruitment quota, and others on their way to completing
the same. Subsequently, pre-appointment formalities, trainings etc. would
require to be completed in case of newly recruited officials. Therefore,
Circles need time to judge the capabilities and skills of these officials and
furnish proper and accurate feedback thereto to this Directorate for further
consideration in the matter. Hence, time is not ripe to revisit the said RRs.
As regards RRs of Postman, open market
quota of 25% has already been given to GDS.
Now, as per the existing RRs, only the unfilled vacancies, which could
not be filled by the MTS/GDS, go to open market for filling up.
