GOVT ANNOUNCES SEVENTH PAY COMMISSION
New Delhi: The government on Wednesday decided to finally announce the Seventh Pay Commission for central government employees.
The Commission may submit its report in two years and the recommendations made by it will be implemented by 1 January, 2016.
This move will benefit about 50 lakh central govt employees and 30 lakh pensioners.
Previously the government had admitted that demands were made for setting up of 7th Pay Commission, but no such proposal was under consideration for such exercise.
Last week, the Union Cabinet had approved a proposal to hike dearness allowance to 90 percent from existing 80 percent.
The increase in DA to 90 percent would result in additional annual expenditure of Rs 10,879 crore.
There would be additional burden of Rs 6,297 crore on exchequer during 2013-14 on account of this hike in DA

The Union Cabinet today approved the proposal of the Department
of Posts to enhance the ceiling for calculation of ex-gratia bonus payable
to Gramin Dak Sevaks from Rs. 2,500/- to Rs.3,500/- same as that prescribed
for the regular departmental employees. The decision would be applicable
with prospective effect that is from the accounting year 2012-13 payable in
2013-14.
The increase in bonus calculation ceiling will restore the long established parity between regular departmental employees and Gramin Dak Sevaks on the issue of payment of bonus. This decision will benefit 2.63 lakh Gramin Dak Sevaks working in the Department of Posts, who play a very vital role in providing postal, financial and insurance services in the rural, hilly and tribal areas of the country.

10% Hike in Dearness Allowance from July, 2013 approved by Govt.
Release of additional installment of dearness allowance to Central
Government employees and dearness relief to Pensioners, due from
1.7.2013
The Union Cabinet today approved the proposal to release an additional
installment of Dearness Allowance (DA) to Central Government employees
and Dearness Relief (DR) to pensioners with effect from 01.07.2013, in
cash, at the rate of 10 per cent increase over the existing rate of 80
per cent.
Hence, the Central Government employees as well as the pensioners are
entitled for DA/DR at the rate of 90 per cent of the basic with effect
from 01.07.2013. The increase is in accordance with the accepted formula
based on the recommendations of the 6th Central Pay Commission.
The combined impact on the exchequer on account of both dearness
allowance and dearness relief would be of the order of Rs. 10879.60
crore per annum and Rs. 7253.10 crore in the financial year 2013-14 (
i.e. for a period of 8 month from July, 2013 to February 2014).

Department of Posts is all set to bring out an RTI Stamp for sale
RTI
applicants will no longer have to wait to get their applications
processed as the Department of Posts is all set to bring out an RTI
stamp for sale soon and also set up special counters, according to a
senior officer.
“Under
orders of the Central Information Commission, the Department will issue
RTI stamps in the denomination of Rs 10. We will also introduce special
counters to accept applications in all 1.5 lakh post offices across the
country,” the officer speaking on condition of anonymity, told PTI.
Visitors
will no longer have to wait at post offices or face problems in
depositing RTI fees, photocopying charges as the CIC directions will be
enforced, he said.
He
said CIC had also asked Central Government departments to instruct all
information officers to accept postal orders, demand drafts and banker’s
cheques payable to accounts officers and not reject applications on
‘flimsy grounds’ such as every department incurs Rs 22 towards bank
charges and commission to en cash postal orders worth Rs 10.
He said post offices are gearing up to impart adequate training to staff for processing the applications.
Chief
Information Commissioner Satyanandan Mishra had issued a series of
directions on receipt of a complaint by an information seeker. After
deliberating on the pros and cons, suitable orders have been issued to
the postal services, he said.

Anna Salai and Mylapore post offices get ISO certification
Chennai : Two post offices in the city have been accorded ISO certification for providing quality services. The
head Post Offices on Anna Salai and Mylapore were granted the
certificates under the service quality management systems in accordance
with IS 15700: 2005. They were among the five post offices that were
granted the certification. The other post offices were those in
Tiruchirapalli, R.S. Puram in Coimbatore and Palayamkottai.
Shri Mervin Alexander,
Postmaster General, Chennai City Region said that the certification
provided by the Bureau of Indian Standards (BIS) is valid for three
years. These head
post offices were chosen for ISO certification as they followed the
norms for transactions specified in the citizen’s charter.
The norms include
following a specific time limit given for various transactions such as
booking of registered articles and insured parcels, money orders, speed
posts and savings certificates. The post offices also delivered postal
articles on time.
They also made other
improvements to the services provided including creating a postal forum
consisting of residents, an internal audit of the quality of services on
a regular basis and feedback forms for customers.“We
are now planning to ensure such quality of service is in place at other
head post offices too, in order to obtain ISO certification,” Mr.
Alexander said.
