अब तक के सबसे बड़े हमले ने धीमी कर दी इंटरनेट की रफ्तार


लंदन. इंटरनेट पर अब तक का सबसे बड़ा हमला हुआ है जिससे दुनियाभर में लाखों लोगों का इंटरनेट कनेक्शन प्रभावित होने की संभावना है। 
 
यह हमला इंटरनेट फर्म स्पैमहौज के जेनेवा स्थित इंटरनेट मुख्यालय में बदला लेने की नीयत से किया गया है। लेकिन इसका असर अब अन्य वेबसाइटों पर भी पड़ रहा है और नतीजतन ईमेल जैसी सेवाएं प्रभावित होने लगी हैं। 
 
इस हमले के नतीजे से दुनियाभर में इंटरनेट की गति धीमी पड़ गई है। साइबर विशेषज्ञों के मुताबिक यह इंटरनेट पर अब तक का सबसे बड़ा हमला है। स्पैमहौज के मुताबिक यदि यह हमला किसी देश की सरकारी वेबसाइटों पर किया जाता तो वेबसाइटों पूरी तरह काम करना बंद कर देती। फिलहाल स्पैमहौज के इंजीनियर इससे निपटने में लगे हैं। 
 
स्पैमहौज इंटरनेट पर स्पैम रोकने का काम करती है। कंपनी ने एक वेबसाइट को ब्लैकलिस्ट कर दिया था जिसका बदला लेने के लिए यह हमला किया गया है। 
 
यह हमला इतना बड़ा है कि इसका असर नेटफ्लिक्स जैसी चर्चित सेवाओं पर भी दिखने लगा है। स्पैमहौज के मुताबिक हमले का उद्देश्य इंटरनेट की गति धीमी करना है। 
 
इंटरनेट पर अब तक के इस सबसे बड़े हमले पर प्रतिक्रिया देते हुए क्लाउडप्लेयर के सीईओ मैथ्यू प्रिंस ने न्यूयॉर्क टाइम्स से कहा, 'इंटरनेट पर यह हमला ऐसे है जैसे परमाणु हमला हो।'
 
गौरतलब है कि लंदन और जेनेवा स्थित कंपनी स्पैमहौज ईमेल और अन्य वेबसाइटों से स्पैम हटाने का काम करती है। इस नॉन प्रॉफिट कंपनी ने साइबरबंकर को ब्लैकलिस्ट कर दिया था जिसके नतीजे में यह हमला हुआ है। स्पैमहौज के प्रवक्ता के मुताबिक हमला साइबरबंकर ने बदला लेने की नीयत से किया है। 
 
यह हमला ऐसा ही है जैसे किसी सड़क पर ज्यादा गाड़िया उतारकर ट्रैफिक जाम कर देना। इंटरनेट एक्सेस की अधिकाधिक रिक्वेस्ट भेज कर इंटरनेट पर ट्रैफिक को धीमा कर दिया गया है। 
 
इस हमले को दो इंटरनेट कंपनियों की आपसी लड़ाई के रूप में भी देखा जा सकता है लेकिन इसका सबसे विध्वंसक पहलू यह है कि इसका असर आम इंटरनेट उपभोगताओं पर भी पड़ना शुरू हो गया है। अकामाई नेटवर्क्स के मुख्य इंजीनियर पैट्रिक गिलमोर के मुताबिक स्पैमहौज का काम ही इंटरनेट पर स्पैम अटैक करने वालों को रोकना है लेकिन साइबरबंकर को लगता है कि उसे इंटरनेट पर स्पैम करने की इजाजत होनी चाहिए। 
 
उन्होंने हमले के स्तर का अनुमान बताते हुए कहा कि यह ऐसे ही है जैसे किसी एक व्यक्ति की जान लेने के उद्देश्य से भीड़ पर मशीन गन से फायरिंग कर देना। उन्होंने बताया, 'बोटनेट कंप्यूटरों के द्वारा किए गया यह इंटरनेट हमला कई देशों के समूचे इंटरनेट कनेक्शन से बड़ा  है। यह लोग इंटरनेट एक्सेस करने की भारी रिक्वेस्ट भेज रहे हैं जिस कारण इंटरनेट धीमा होता जा रहा है।'

New Set of Commemorative Postage Stamps on GPO Buildings


Postage stamp, begun as a piece of paper in token of receipt of postage, has assumed additional functions. It is a mode of commemorating, celebrating and promoting national heritage and events, it plays a great role as an ambassador, a brand image of postal administration and a statement of sovereignty of a nation. After independence, the medium of postage stamps was initially used to highlight the country's achievements in science and technology as well as its socio-economic Development by depicting themes like the Five Year Plans, Steel Plants, Dams etc. Subsequently, the country's rich cultural and natural heritage came to be showcased and many beautiful stamps were issued in thematic sets on art, architecture, crafts maritime heritage, science, technology, defence and cinematic. Great leaders of national and international standing have also been honoured with commemorative stamps, the most prominent being Mahatma Gandhi, the Father of the Nation has been honoured with commemorative and definitive stamps. Personalities, who have made immense contributions in areas like painting, literature, science, music, social upliftment etc.have also been honoured.

Commemorative stamps are issued, as the name suggests, to commemorate important events, prominent personalities in various fields, aspects of nature, beautiful or rare flora and fauna, environmental issues, agricultural activities, national/international issues, games etc. These stamps are only available at Philatelic Bureaux and counters or under the Philatelic Deposit Account Scheme. They are printed in limited quantities.  

On 5/4/2013, Department of Posts is releasing new set of commemorative postage stamps on the occasion of completion of 100 years of GPO buildings Mumbai GPO, Agra GPO and others.

PPF, post office small savings interest rates cut by 0.1% PPF, savings schemes interest rates reduced by 0.1% from April 1, 2013

NEW DELHI: Millions of small savers and PPF account holders will earn less on their post office savings schemes, with the government deciding to reduce interest rates on them marginally by 0.10%.

The interest rate of Public Provident Fund (PPF) has been lowered from 8.8% to 8.7% with effect from April 1, 2013, said a finance ministry statement.

However, the rates on savings deposit schemes and on fixed deposit of up to one year run by post offices has been kept unchanged at 4% and 8.2%, respectively.

Further, monthly income schemes (MIS) of 5 year maturity will earn an interest of 8.4%.

The national savings certificates ( NSC) having maturity of five and 10 years will now attract 8.5% and 8.8% interest respectively, down 0.10% each.

The interest rates would be applicable for the entire 2013-14 fiscal.

The rate for senior citizens savings scheme (SCSS) will now stand at 9.2%, down from 9.3%.

The revision in interest rates follows a decision taken by government last year to link the small savings returns with the market rate. The new rates are required to be announced at the beginning of a financial year.

The decision is in line with the recommendations of Shyamala Gopinath Committee, which had suggested that returns should be in sync with market rates determined by the returns offered by other securities.

Subject : Electronic Indian Postal Order — launching of.
On the initiative of Department of Personnel and Training, Department of Posts has launched a service called "elPO (Electronic Indian Postal Order) w.e.f. 22.03.2013. This is a facility to purchase an Indian Postal Order electronically by paying a fee on-line through e-Post Office Portal i.e. http://www.epostoffice.gov.in. It can also be accessed through India Post website www.indiapost.gov.in . As per RTI Rules, 2012, fees may be paid by electronic means, if facility for receiving fees through electronic means is available with the public authority.
2. At present, this facility is provided only for Indian Citizens abroad across the globe to facilitate them to seek information from the Central Public Information Officers (CPIOs) under the RTI Act, 2005, Debit and Credit cards can be used to purchase elPO.
3. The user needs to get himself registered at the website. He has to select the Ministry/Department from whom he desires to seek the information under the RTI Act and the elPO so generated can be used to seek information from that Ministry/Department only. A printout of the elPO is required to be attached with the RTI application. If the RTI application is being filed electronically, elPO is required to be attached as an attachment.
4. It may be noted that this facility is only for purchasing an Indian Postal Order electronically. All the requirements for filing an RTI application as well as other provisions regarding eligibility, time limit, exemptions etc., as provided in the RTI Act, 2005 will continue to apply.
5. An elPO so generated must be used only once with an RTI application. To check any multiple use of the same elPO, the CPIOs shall maintain a record of the elPOs so received from Indian Citizens abroad. In case of any doubt, the details of elPO can be verified from the above mentioned site/portal of India Post.

India Post Ready to Start Bank

The postal department has appointed Ernst & Young as consultant for the project and based on the detailed project report, it will approach the Union cabinet for a final go ahead.
NEW DELHI: The Reserve Bank of India having opened the window for new bank licences, the postal department is finalizing the blueprint to set up a bank of its own at yourneighbourhood post office, a move that will challenge the dominance of large public sector lenders in smaller towns and rural India.
While the department already has a balance sheet of Rs 6.18 lakh crore, which includes deposits of around 5.5 lakh crore, it is expected to set up a new entity that will function as the bank. Transferring the existing deposit base to the bank or converting the entity into a bank will entail an initial capital base of around Rs 55,000 crore to meet RBI's requirement, which the government will find difficult to provide. So, the proposed bank will start with the minimum capital requirement of Rs 500 crore, said a source familiar with the development.
"This will benefit rural areas enormously. There are nearly 1.55 lakh post offices and no capital cost of building is required. We are connecting post offices. As it is, we are offering savings bank in post offices and this is a natural progression. The matter is under discussion with the finance ministry and RBI," communications and IT minister Kapil Sibal told TOI.

A source said that the new entity will have its own board and guidelines that comply with RBI regulations. Although there are several examples of postal departments getting into banking — ranging from the German and Italian model, to those in South Africa and Japan — sources said the India model will be a lot different given the country's vast geographical spread and low level of banking penetration.
Among the various suitors, the postal department has one of the strongest cases to set up a bank given its massive reach across the country with 1.53 lakh post offices, almost all offering savings bank facilities. In all, there are 23.3 crore savings bank accounts with deposits adding up to Rs 3.8 lakh crore at the end of March 2012. "In a way it is already a savings bank. All that we want to do is make it a commercial bank," said a source.
The plan is to penetrate rural areas and smaller towns, which is also in line with the government's stated aim of offering banking facilities in the hinterland. Over a period of time, services such as investment banking will be added so that the bank becomes a full-fledged financial services entity.
The postal department has already initiated steps to connect post offices through an electronic network, which will be useful while setting up a bank. Connectivity ensures that customers can transact business through any branch in the country. It has also ordered the procurement of over 800 ATMs
But manpower issues are going to be a big challenge. "Getting direction is one thing, developing or procuring capability is another thing altogether. If the regulator is convinced, capability will follow," said Ashvin Parekh, partner and national leader for financial services at consulting firm E&Y. Parekh, however, refused to discuss the issue further as his firm is advising the postal department on its banking foray.

First Women Post Office Opened in New Delhi


Close on the heels of the Centre announcing its plan to launch the first women’s PSU bank, an all-woman post office was  opened here on the occasion of International Women’s Day on Friday.
The government has plans to open similar post offices in other parts of the country.  The initiatives are part of the UPA Government’s focus on women empowerment, safety and gender equality.
“In the coming days, I believe there will be more all-woman post offices across the country for the convenience of women. This is first office in the country where all employees will be women,” Union Telecom and IT Minister Kapil Sibal said.
The Centre intends to open all-woman post offices in every metropolitan city and in large towns, especially where there are more working women. “There is a different comfort level when women interact among themselves.  We have identified Mumbai, Chennai, Chandigarh, Lucknow, Hyderabad and Bangalore to start with,” said P Gopinath, Secretary, Department of Posts, adding that there will be  more branches in Old Delhi in the next couple of weeks.

Government not Considering for 7th Pay Commission


NEW DELHI: Admitting that there have been demands for setting up of 7th Pay Commission, government said that no such proposal is under consideration for such exercise, which would have resulted in upward revision of centre's over 85 lakh employees' and pensioners' pay scales.

"The recommendations of the previous .. 6th Central Pay Commission were given effect to from January 1, 2006. Therefore, at present no proposal to constitute the 7th Pay Commission is under consideration of the government," Minister of State for Finance Namo Narain Meena told Lok Sahba on Friday in a written reply.

Meena further said, "There have been some demands received for setting up of the 7th Central Pay Commission. In the past, there has generally been a gap of a minimum 10 years between two successive Pay Commissions.

According the information available, the central government employees had also gone for a day long token strike for their various demands including setting up of 7th Pay Commission in December last year.

At present the number of central government employees and pensioners are about 50 lakh and 35 lakh respectively.
